Within each tier, the boxes are ordered from left to right, with the boxes on the left with the highest priority.
Ready, high prio: Tool is ready for val; validating will help de-risk the tool Ready, low prio: Tool is ready for val; validating the tool doesn't add immediate value for algo Nearly ready, high prio: Tool needs a little more dev; development will bring immediate value for algo Nearly ready, low prio: Tool needs a little more dev; development does not bring immediate use to the algo team In dev, high prio: Tool needs dev; changes made will immediately help the algo team In dev, low prio: Tool needs dev; no immediate need for them by the algo team
