We aggregated 320 public "best games of all time" tier lists — 9,959 individual rankings — into one consensus ranking. Then we measured what the internet can't agree on.

The internet has a #1 — and it isn't controversial
The Legend of Zelda: Breath of the Wild tops the consensus ranking, landing an average of 5.49 on our 6-point tier scale (A-tier) across 247 placements. Right behind it: The Witcher 3: Wild Hunt and Elden Ring. What's striking isn't the order — it's that no game averaged a clean S. Even the most beloved titles get pulled down by a stubborn minority who put them in B or C. The takeaway: the internet agrees on greatness, but almost never on perfection.
These are self-selected rankings from people who make tier lists for fun — not a representative survey. But with 9,959 placements across 320 lists, the signal is stable: shuffle the sample and the top of the board barely moves.

The most divisive game in gaming
Consensus is the boring half of the story. The interesting question is: which games make people fight? We scored every game by the variance of where it lands — a game that everyone parks in S has near-zero variance; a game scattered evenly from S to F has maximum variance.
The single most divisive game in our corpus is Death Stranding (σ 1.68), followed by Cyberpunk 2077 and The Last of Us Part II. These aren't bad games — their average tier is middling precisely because the room is split down the middle. Look at the fingerprint chart: Death Stranding's placements are almost flat across all six tiers. That's not a ranking, that's an argument.
And the games nobody defends
At the bottom, the internet is unusually united. Anthem anchors the board at an average of 1.91, with Battlefield 2042 and Fallout 76 not far above. Low score and low variance is the harshest verdict a game can get here — it means people agree it missed, and there's no passionate minority defending it. Divisiveness, it turns out, is a privilege of games people cared about in the first place.
Methodology
This report aggregates 320 public tier lists in the gaming category — 9,959 individual item placements — created between January 1, 2026 and June 30, 2026.
- Population. Public lists only. NSFW is excluded at the query level (
is_nsfw = false); taken-down and deleted lists are excluded. This report never includes adult content. - Not a survey. This is self-selected data from people who make tier lists on TierBuddy — not a representative sample of all gamers. We report what this community thinks, and we say so plainly.
- Tier scale. Each placement is scored on the standard letter scale (S=6, A=5, B=4, C=3, D=2, F=1). Only standard S–F tiers are scored so a grade means the same thing across every list; 0 placements in custom-labelled tiers were excluded.
- Consensus & controversy. Consensus is the mean tier score; controversy is the population variance of that score — a game placed evenly across all tiers scores maximum controversy.
- Dedup. Item names are normalised (case, punctuation, diacritics, plus a small alias table so “GTA V”, “gta 5” and “Grand Theft Auto V” count as one). Within a single list an item is counted once.
- Citability floor. An item needs at least 50 placements to appear; below that the sample is too thin to be a story. 40 items cleared the floor.
- Reproducible. The dataset is generated by
scripts/tier-report.mjsand is deterministic — same corpus, same numbers. The dataset is licensed CC BY 4.0: reuse it, just link back to TierBuddy.
